Each new day brings endless examples of the misuse of US tax dollars through the US Agency for International Development (USAID) as DOGE investigates corruption and fraud in federal agencies.
A new allegation is that the agency allegedly provided “full funding” for al Qaeda terrorist Anwar al-Awlaki to attend Colorado State University (CSU).
Al-Awlaki, an American citizen born in New Mexico to Yemeni parents, was killed in a drone strike in Yemen in 2011.
Al-Awlaki was a central figure of al Qaeda known to have had contact with Army psychiatrist Nidal Hasan as a “spiritual advisor” before Hasan’s attack at Fort Hood, Texas, in 2009, which left 13 people dead and injured more than 30 others.
A USAID form from June 1990, obtained by Intelwire through a FOIA request, was shared by reporter Pamela Browne on X.
The form alleges al-Awlaki was reportedly granted full funding to attend CSU with the financial help of the State Department by fraudulently claiming he was a Yemeni national to qualify for an exchange visa.

“This form, dated 1990, confirms that Anwar al-Awlaki was qualified for an exchange visa and that USAID was providing ‘full funding’ for his studies at Colorado State University,” the National Security Archive reported in 2015 accompanied by a copy of the document.
“The document lists Anwar’s birthplace incorrectly as Sanaa, Yemen’s capital, which he later said was a deliberate falsehood offered at the urging of American officials who knew his father so that he could qualify for a scholarship reserved for foreign citizens.”
“The document reports al-Awlaki fraudulently reported he was born in the Yemen capital Sana’a and was studying civil engineering at the Colorado university. When asked to list an address, the document reports that al-Awlaki was in the care of “USAID/Sana’a.”
It does not appear that USAID investigated or questioned Al-Awlaki’s background to confirm whether he was eligible for the aid.
