UPDATE 9:58 PM: According to Chad Pergram, Speaker Johnson told Fox News, “I might keep it open for a while,” noting that some members who haven’t voted are currently “off site” but will return to the Capitol.

Voting is still ongoing, leaving a crucial window for those four holdouts to be swayed and turn the tide.


UPDATE 9:37 PM: According to Al Jazeera, Ralph Norman flips and announces he will support the bill after receiving assurances from President Trump.

Al Jazeera reported:

Ralph Norman, one of several Republican holdouts who said he would vote against Trump’s bill “unless something changes”, has a short while ago announced he will back it in the procedural vote and final passage.

Norman of South Carolina told reporters on Wednesday that backing the bill is “the right thing to do at the right time”, explaining his change of heart by saying that he had received assurances from Trump that concerns will be addressed.

Norman said the president had given assurances during their meeting at the White House on Wednesday that concerns over the slower phase-out of green energy tax credits, as well as other conservative priorities, would be “dealt with”.


Republicans no longer have the votes needed to pass President Donald Trump’s “Big Beautiful Bill” after four GOP members broke ranks and voted no.

Earlier, faction of Republicans in the House threatened to sink the procedural vote for former President Trump’s signature “One Big Beautiful Bill” (OBBB).

Just one day after the Senate narrowly passed the legislation with Vice President Vance casting the tie-breaking vote, Republican leaders—including Speaker Mike Johnson and President Trump—were scrambling to win over dissenting House conservatives fearful of a $3–4 trillion increase in national debt and the rollback of social-safety-net reforms.

According to caucus members, the Senate version “substantially diluted” essential spending cuts in Medicaid and SNAP, abandoned strict fiscal discipline, and grew the deficit far beyond the agreement made in May’s House version.

On Wednesday night, House Resolution 566 failed to advance with zero Republican unity and full Democrat support.

The final vote count:

  • Republicans: 203 Yea, 4 Nay
  • Democrats: 212 Nay
  • Total: 203 Yea, 216 Nay
  • 13 Not Voting

These are the four Republicans who voted no on advancing Trump’s Big Beautiful Bill:

  • Rep. Andrew Clyde (R‑GA)
  • Rep. Victoria Spartz (R‑IN)
  • Rep. Brian Fitzpatrick (R‑PA)
